With over 30 years of consulting experience focused on University and academic medical organization issues including detailed experience in all strategic, operational and financial aspects of the tri-partite missions of Research, Teaching and Patient Care. Functional expertise includes Graduate Medical Education, ambulatory care, research, clinical services and physician/hospital arrangements.
Mr. Boll has directed engagements in most of the major academic medical organizations including medical schools, university hospitals, practice plans as well as multiple community based teaching hospitals and their teaching program including affiliated and medical schools.
Mr. Boll retired from Deloitte Consulting after 26 years including 16 years as a national healthcare partner specializing in services to major academic organizations such as medical schools, major teaching hospitals and faculty practice plans. Mr. Boll previously led Deloitte’s Academic Medical Organization consulting group which provides specialized services to major academic health care and educational organizations. His areas of expertise include physician practice plan studies, medical education consulting services, research consulting services, physician/hospital arrangements, specialized reimbursement enhancement projects, revenue cycle improvement, operational assessments and organizational redesign and strategic planning for major teaching hospitals, medical schools, clinical departments and faculty practice organizations.

Hospital Consulting
Performed multiple projects to improve the economic performance of teaching programs including change management, revenue enhancement, teaching program redesign and operational assessments of faculty, clinical and support staffing levels and requirements. Developed a variety of internet based reporting tools analysis methodologies to identify and monitor key performance indicators for teaching programs. Developed specific strategies to improve ambulatory care performance. Participated in multiple projects to refine organizational and economic arrangements between universities, schools of medicine, faculty practice plan organizations and related or affiliated university hospitals. Worked with faculty to create economic alignment with the teaching program including educational and compensation incentives.
Directed multiple projects to assess, define and implement financial and operational improvements to research based activities and organizations including; indirect cost optimization strategies, identification of reimbursement enhancement opportunities and coordination of reporting requirements and revenue maximization opportunities, and development of operational and financial controls on research grants.
Assisted multiple academic organizations to develop and implement strategic initiatives including; redesign of teaching strategy and current teaching program configuration, ambulatory care initiatives, structure and productivity of clinical faculty, clinical department operations and efficiency and academic mission and strategy. Worked with multiple hospitals in planning and managing the implications and opportunities of becoming a teaching hospital and starting new teaching programs.
Assisted in multiple academic organizations to evaluate financial and operational improvements to teaching (both graduate and undergraduate medical education) based activities and organizations including; economic analysis of teaching program benefits and issues, evaluation of funding support and long-range planning/alignment of teaching programs to strategic directions of the sponsoring organization.
Assisted sixteen major university hospitals and medical schools in 15 free-standing academic medical centers in reviewing the economic and cost relationships related to Part A services between the teaching hospital and related schools of medicine/practice plans.
Developed, published, testified and presented findings on a variety of issues affecting major academic organizations including; cost determination of educational costs, related party funding, approaches to supporting the overall linkage of teaching cost incurred to the teaching activity, appropriate treatment of resident counts for IME reimbursement, AAPCC and Medicare carve-outs, funding of academic missions and applications of professional service organizational concepts to academic organizations.
Managing a series of successful reimbursement maximization efforts, for numerous university and academic medical centers, including development of support for several exception requests bases including atypical case mix and atypical medical education costs, related party cost claims, GME base year cost determination, resident count maximization and MAP clinic structures.
Performance of studies of the nature and type of university G&A costs associated to a related university hospitals for both Medicare reimbursement principles as well as for indirect costs for government contracts.
Numerous medical education and ambulatory structure training seminars for organizations such as AHA, AAMC,GBA, ACHE, AODME and several state HFMA Associations.
Directed a variety of physician/hospital arrangement projects including ambulatory care expansion studies, part A support arrangements, joint incentives structures and formulation of practice plan structures.
